This one looks like Vanessa Redgrave as Mary, Queen of Scots. The actor looks like Michael York, but I'm not sure at all.

Mary, Queen of Scots wasn't a Tudor, she was a Stewart. Mary Tudor, Mary I was already dead by 1558. I'm guessing that this actor is Timothy Dalton with blonde hair.

You are right that Mary I and Mary, Queen of Scots are not the same person. Henry VIII's sister Margaret Tudor was the mother of James V (a Stuart); he was the father of Mary Queen of Scots. So when I called this Mary "a Tudor" I was sowing seeds of misdirection without actually lying.
