The lady in the background is Eve Arden and the guy with the gun is Billy Barty. The film is Under the Rainbow.

I think Billy Barty was part of the original Lollipop League in The Wizard of Oz.

The little people in the cast of The Wizard of Oz were notorious for all the shenanigans they pulled while appearing in that classic. I think Under the Rainbow is a fictionalization of their fun at a hotel where they all stayed.
