After the defeat at Bataan, some Allied and Filipio soldiers escaped capture and disrupted the Japanese forces with guerilla tactics. This boy is trying to explain how he came to possess an Allied colonel's insignia.

I can't tell much from this still, but because of the clue, I'll guess An American Guerrilla in the Phillipines.

That's a pretty good guess! But this is Back to Bataan (1945), with John Wayne & Anthony Quinn. Philip Ahn is the Japanese intelligence chief, questioning Ducky Louie about the insignia they found on him. I thought a picture of John Wayne would make it too easy...
