It's similar but this one is more serious and doesn't have a happy ending.

This one was one of those 50s Scifi creations where Man was being criticized for technology run wild. The hero starts growing smaller when he is caught in a cloud of pollution.

Yes, I believe it was atomic, radioactive pollution like the kind that set Godzilla free to wreak havoc upon Tokyo.
